Abstract: The present text analyzes the relation between public communications and freedom ofexpression in the public systems of information in Brazil. Its perspective derives fromreflections on the outlets known as “media of the sources”, especiallytheonesmaintained by the Legislative Branch. The liberal conception of freedom ofexpression favors the right of the journalists and of the means of communication inthe management of the liberty of speech, in detriment of the free participation by thecitizens and by the society in the public sphere.
